Shoot any tall object from a low angle and you will have dramtic perspective. Most skilled architectural photographers will try to correct this using a shift lens or rectify it later on the computer using the transform tools. There are others, however, who will shoot with an even wider angle lens to emphasis this natural distortion. Get as close to the base of the building as possible, with as wide-angle as you can, to create really sloping and dramtic perspective.
